Expropriation means the act of taking away (property, etc) for public use without payment to the owner. Is there a word for the act of taking away (property, etc) for public use but with certain payment?

Eminent Domain is the usual term. Sometimes called appropriation.

The normal procedure is to offer a price to landowners, and engage in some measure of negotiation if the people don't agree that the price is fair. Only when there is an impasse, I believe, do formal expropriation hearings move forward. They are used to allow a court to make the final decision, but I don't think that that means that the landowners forfeit the right to any previous offers made.
