Need help identifying a piece of art

I received this as a gift roughly 5 years ago. I didn't receive much information with in and was hoping someone would be able to help identify the artist.

If you zoom in you can see roughly see the signature. I tried various searches but was unable to find anything.

I also would like to add that I thought the artist was french and the work was done in the late 1970's-1980's.
