I AM A RETIRED LAW OFFICER AND DESIRE TO RETIRE OVERSEAS, BUT ALSO WANT TO TAKE MY COLLECTION WITH ME. THAILAND, PANAMA, ETC... NEED INFO ASAP.

Pakistan, the Congo, Sudan, Nigeria and Afghanistan would probably all be fine with it.
(Even the police in Thailand do not carry guns.)

You can probably scratch Latin America. Most of the places that permit firearms at all don't allow the ownership of those that use a 'military caliber'. In terms of handguns, that doesn't leave much. It has given rise to some interesting calibers, though, like the .38 Super. I think it was the .22 Jet that was created to produce a more powerful load without violating the requirement that foreigners couldn't own anything larger that a .22.
