I think this has become the kōan of engineering students everywhere.

You can't - water is not a fuel. You can put energy into water using another energy source and then extract it, but people have been doing that since the steam engine.

Instead of H2O you could used H2O2..............
You can search on internet their are several way to designing the water fuelled engine . Last year my friend can be designing using the help of internet .
