I also think it's a publicity shot for a wannabe. It's very burlesque and she's trying to mimic a few of the better known sex pots of the time. I had to search hard for a picture that would make it even look like a possible match to Marilyn.
I think the Marilyn tangent actually came from the JFK bj comment. (Someone said Jayne Mansfield gave him the best one ever, then someone else said no it was Marilyn... evidently both dallied with JFK though, according to Wikipedia anyway.)

Jayne Mansfield was not decapitated. It was her wig that onlookers saw that prompted the rumours she was headless.
That photo looks like a cheap glamour shot of some unknown wannabe actress.

If you scroll back and read...apparently it is not! As is plain to casual observation, the eyebrow shape, facial shape, lips and jawline are not the same.
