I'm looking for this old cartoon who used to sing in the woods, like in a forest. He's very thin, short hair, popped eyes and used a tuxedo. He started to sing and all the animals began like screaming or something (because they liked his singing). I can't remember if it was black and white or not.
I think I remember.... it was supposed to be a Frank Sinatra like character.
It sounds a bit like "Swooner Crooner" but that was a bird in a henhouse.

Could it have been this?
It has almost all of the elements you mention but it's "off" a bit. There's a guy in a top hat and tuxedo but he's a mortician. The "Frank" character is a skunk. Go to the 3:15 mark for the relevant bit.
