HOW TO MEASURE A BATTERY CAPACITY

I wonder how to measure the total capacity of a battery. For instance some AAA batteries announce a capacity of 1850 mAH, but the big marks never go beyond 1000 mAH. Besides how can I measure the remaining capacity in a battery in a digital way. i.e. in numeric terms. Thank you for your help!
