JUST A GUESS . . .
Three baseball players who strike out? "What it desires" - the end of the inning; the bench?[/color]

That doesn't quite work.
The three things are all held to the same standard, why would the bench always find its desires?

Moderate music or verse.

Triplets = as in verse or musical notes

In step = fixed rhythm (as in music or verse)

Moderate = (fears the fire) fire meaning "burning passion" which is the opposite of moderate.

I also thought about triplicates, but the walk in step part doesn't work nor does the desires.

Unless they are minutes in triplicate!

They come in three
They always walk in step because they are on time (as in hours and seconds)
They always find what they desire because they have eternity
And they are made of paper (as in notes) so they fear only fire!

Sounds wrong somehow but that's the best that I could come up with.

The only thing I can think of (and I can't really make it work) is from that old saying "Trouble comes in threes"

sheet music? music goes in step, there are triplets in music, always finds what it desires (perfect cadence, the right note, etc), and can be burned

We were working on that one tetsuo, but thanks anyway.

It always finds what it desires because it's always looking for trouble?

And what exactly do snow, sleet, and ice desire?

Perhaps "walks in step" is a little play on words and the actual answer is the word 'step' with 'walks' scrambled inside of it...

Could this be God? Comes in triplets-the 3 in 1.

Walks in step-Again, the 3 in 1 explanation.

Finds what it desires-It's God. He/she/they/it can always find what it desires.

Fears fire- Hell.

???
