Some of the work of Kasimir Malevich would fit the description you gave. And the Stedelijk probably has the best collection of his work. But I can't find anything in a Google search that would prove what I think might be the artist you are looking for.
Hi, Sandy. Welcome to A2K. Sorry that I can't help you with the lost art, but I would like to say "Hello" to John Garvey who has gotten his name reinstated.
I thought, when reading this initially, that you were searching to commision an abstract artist...
If so, I'm available. Give me anything and I'll make something that looks up to 87% different from the original.

Glad you asked about the red dot artist. I will look up the artists John Garvey suggested.
John Garvey: You said you searched Google. What did you use as search words? I haven't tried searching. red dot artist? red dot Amsterdam?
Kasimir Malevich's "Rood kruis op zwarte cirkel" ('Red cross on black circle') is presented on the Stedelijk's website

I'm rather sure that you are talking about one of his works there, since they are really specialized on his paintings ... still, since:
Heirs sue for return of Russian paintings
