Bright lights not turning off

I have a 2006 Pontiac Torrent (SUV) and my bright lights are always on. I have no way of cutting them off except for pulling the fuse from the fuse box under the hood to keep from running the battery dead. I have to put the fuse back in when I want to leave at night so that I have headlights. What is the problem with my vehicle and how much will it cost to fix it?
