A commission named by the Church of England came up with a possible new name for couples who live together without benefit of marriage. It’s “covenanted relationship,” formerly nonmarital cohabitation, shacking up, and living in sin.

I googled the phrase "covenanted relationship," but I did not find a concise defition that can fit into this context. So can anyone of you give me a brief defintion of this phrase?
