If this is aimed at new citizens, "finding their feet" would mean something like "feeling a genuine part of" or "becoming more at home in" or "becoming comfortable in your new role as a citizen."

But the original phrase is "find one's footing" as in

I found the under-mentioned defintion for "footing"
