Movie quote about giving every kid a trophy?

I remember a movie where one of the characters gives a hilarous rant about how they give kids trophies for being mediocre.

I thought it might be "The 40 year old Virgin" but I can't find this rant anywhere in the quotes listed online.

Any help appreciated!

The Incredibles

Helen: I can't believe you don't want to go to your own son's graduation.
Bob: It's not a graduation. He is moving from the 4th grade to the 5th grade.
Helen: It's a ceremony!
Bob: It's psychotic! They keep creating new ways to celebrate mediocrity, but if someone is genuinely exceptional...

@Izzie,
Awesome. There are several quotes in that movie about that recurring theme. My favorite:

Dash: But Dad always said our powers were nothing to be ashamed of, our powers made us special.
Helen: Everyone's special, Dash.
Dash: ...which is another way of saying no one is.
