@oleo,
And which checks that aren't spoken for, they may so with as they wish. They earned it. I have yet to meet any one that gives money to the government willingly. Most spend there live's trying to beat the government out of every penny possible. I bet you fall under that premise as well as I.

what happens when you give the populous a tax break, credit....etc.?
Answer: It spurs additional spending by the populous, thus increasing the tax revenue brought in by the government. The government gives a tax break, everyone goes out and spends it, and the government ends up with more money brought in by the taxes assessed to business's. That is what OLEO is trying to explain. If you keep the people, who have the money, spending the money, then you in effect have a healthier economy and higher tax revenues on the money spent.
Give tax breaks to those who pay the taxes, not to those who benefit from the taxes. This is not a socialist society (USA) and we do not want to be socialist. It is a Capitalist system where there is equal oppurtunity for all to become wealthy. If your poor decisions prevent you from making the most of these oppurtunities, then don't go blame some one else for your failure. The only thing in this country holding you back from success is your excuses.
