New per mile taxes offer disincentive for hybrids

I got two things in the mail yesterday. One was a newspaper carrying articles similar to the ones below.

Another was a card from the government offering a $2000 rebate if I purchased a hybrid in the next month.

So, are we taxing hybrids more now, or are we trying to use tax incentives to convince people to buy them?

Sorry I couldn't get better articles, the one in my local paper was nowhere to be found.
