Just from the question, it's possible the shoes have worn a groove in the shoes. If so, the brakes would need to be manually deadjusted so the shoes are smaller than the drums.

ok its been rolling we just got it off of a trailer and the barrings spin freely but we just need to remove hubs. and we dont no how. is that enough or need more?
Somethin's wrong. There was a really big post in what I believe were Chinese ideographs. It's gone, and that's what Rockhead was responding to. Maybe there was some heineous Chinese spam tucked away in there.
