Antananarivo at least speaks French. Which is not the case in Mozambique and in the country we are searching.

Sure there are many languages there. But still both in Mozambique and Angola the official language is Portuguese.

well, Luanda is the only Angolan city I know without checking map so, Luanda maybe?
actually, C.I. helped me, so he deserves half a point My initial thought was that official language in Mozambique is French, only after his incorrect guess /Madagascar/ I realized it's Portuguese, and then first thought was Angola...

No Bulgaria, no Romania, no Macedonia (I would classify all three as "pure Balkan")
