In the sci-fi TV drama series Heroes, ordinary individuals from around the world develop superhuman abilities. These "heroes" are being hunted and rounded up by the government and put in isolation facilities.
Assuming you're the President and you receive information that such people exist in your country, that could pose a threat to everyone and everything around them, what would you do?

You're going to have people running amok shooting lightning and fire out of their hands. How are you going to confront them?

Certainly, maybe then the ratings will improve.
But the issue here is the ethical approach to take
if such a situation exists.

The thing with heroes is that not only do they posess superhuman powers they also posess high morals, values and standards, take for example Superman who'd never abuse his power and only use it for the greater good, I think the only reasons the government would want to round them up are for darker selfish reasons unless you get an anti-hero of course but then they are not real heroes are they they're supercriminals, yes a better script is probably needed although funny as it is.
