Ask you neighbors about their water. Is everyone seeing this? If yes, call the water authority in your area. If no, has there been any digging in your yard? If yes, maybe someone damaged the line coming into your home. If no, maybe you are seeing rusting pipes or some other indication of corrosion. Does your water have a smell to it? You could always get it analyzed to look for metals.
That is how I would start.
