You seem not to know where federal law ends and where state law begins.
In this sense, the law itself is territory and the Constitution defines the limits between
the territories of the various states and that of the federal government.

to an external entity to establish control over America
then he thereby implies that America is
NOT sovereign because
it must obay a higher power. He woud subordinate America
to an external entity; (presumably, this alien judgment woud be enforced by alien troops,
as he imagines it; maybe
UN troops to enforce gun control in America).
