I have to much salt in my brine tank and it never goes down.

I have to much salt in my brine tank and it never goes down. I have tried to remove most of the salt by hand but I cannot reach the last foot of mush on the bottom because the tank is so deep. I also keep trying to break up the salt that is in the tank to see if it will get used up. In addition, I tried to remove the brine (water) and then restart the softener to see if it would clear out some of the mush. It has not worked and the water in the shower is hard and makes my skin itch. I live on the second floor and I cannot take the tank outside to empty it. What suggestions do you have to help get the tank cleaned out so I can start over? Thanks

lots of hot water to melt the mush and then bail it out, repeat as needed

Put the softener in regen, remove the brine line and see if there is any suction. If you can remove the brine drum to a place you can wash it out (car wash), that would be able to clean it out very well.
