Is a shareholder or other person allowed to read the minutes of the corporation's board of directors?

Interesting question. I've taken lots of Board meeting minutes, but have never had anyone request a copy. They are not published anywhere, but kept in the Minute Book which, in Canada, is mandatory.

I don't see why a shareholder wouldn't be allowed to see them - they HAVE invested in the company, after all, which, as you say, is publicly traded.

Pretty much what Mame said. The reason minutes are taken is to memorialize what happened at a meeting.
