Is it possible to run a vehicle using powerful springs that are wound up using regerative braking principle and downhill travel to set the springs in to high potential energy that could be converted systematically in kinetic energy to power the vehicle,if impossible what are the technical difficulties.

This sounds like a homework problem? I won't answer such questions directly, but how about a gentle push in an interesting direction.

What can you tell me about the conservation of energy?

Yes is it most definitely possible. Your so-called "technical difficulties" would be to consider the simple formula for efficiency: power out / power in.
