It never occurred to me that the rescue of the dog might have been "re-staged".
I think what might have made it seem that way was the fact that the woman didn't react with a lot of emotion when the dog was spotted. But she was a remarkably composed woman--she was standing in the rubble of her home and fairly calmly giving an interview. So, when she saw her dog, her somewhat restrained reaction was consistent with her general demeanor, but I thought she seemed quite happy and relieved to see him.
I also can't imagine that anyone would want to rebury their dog under debris just so a news crew could get a rescue story--that would be an awful thing to do to the dog.
I would have been a lot more emotional about finding my dog, and probably about the fact my home had just been destroyed, but this woman was much better contained than I might be. I thought her reaction was genuine and that it was simply a coincidence that the news crew spotted the dog when they were doing the interview.
But I can understand why you might have had a cynical thought about whether the rescue was re-staged.
I heard they are using the social media, like Facebook, to post photos of pets that have been rescued, or found wandering, so their owners can locate them.
