Bear, it's an economic theory by Keynes. The propensity to consume measures the state of the economy based on a certain formula. I can't believe that I remember that from undergrad school.

a city that is penned in, thus cities that built walls around themselves through the ages; for example, Lucca. These cities thus circumscribed themselves.

It's a term largely used by economists to show how smart they are. It also avoids the responsibility for making a real prediction. Economists and psychologists are notoriously weak on predictions, but great at explaining why things happened that differed from their predictions.
