It's always Management's fault, they just never own up to it.

i try to be... but it's not always easy to be responsible.
However, i think if someone willingly takes or accepts responsibility and is then irresponsible they are responsible for the result of their irresponsibility --

hey, which means a person can be irresponsible and responsible as well
