There was a bug in this part of the code for a day or so (caused by a recent change in code) that would trigger the flood control in scenarios it isn't supposed to happen. It was fixed yesterday so it should be back to normal.
I never saw it and was beginning to wonder by page three here if I really am that slow of a typer and thread browser to have missed what everyone else seems to have experienced.
