Everyone's tags are right out there. None are secret. Click on a userid, go to their profile, and their tags are right there.

Tags are useful and need to be kept. As far as "offensive" tags, they are often attached to thread titles which are themselves offensive (or to threads where the initial post is offensive.)

Tags are mostly useful, except when, as cjhsa points out, they are used for bullying. I have a few times gotten a group of friends to help me tag a topic to thwart the assholes who would try ruin a thread by inserting dumb ass tags.
