The rulebook states: “When Team A presents a punt, field-goal, or Try Kick formation, a Team B player, who is within one yard of the line of scrimmage, must have his entire body outside the snapper’s shoulder pads at the snap.” The violation would have brought a five-yard penalty.

I'm not clear on the rule. Does it mean a team B player cannot line up directly in front of team A's snapper--as defined by the width of the snapper's shoulder pads--within one yard of the line of scrimmage?

In any case, he looked to be about two yards or so from the line of scrimmage.
