of some degree of value, to control a predatory emergency, if one arises,
instead of simply being HELPLESS.
The 2A divests government (prospectively) of any jurisdiction
for it to go into partnership with predatory criminals,
to insure their well-being on-the-job (as per O.S.H.A.), protecting
the criminals from the defenses of their victims.
This also applies to the citizens' rights to self-defense
from the occasional depredations of predatory animals.
(I saw some fellow trapped in his kitchen in Los Angeles by a cougar.
Police looked thru the window,
but refused to enter and help him. Thay told him to use
his own gun.)

don 't believe that u did.
However, now u have, so I will answer:
I do not believe that any of them is in a state of chaos,
altho criminal violence using guns has very abruptly risen in England,
particularly armed robberies of homes in which their occupants
are
KNOWN to be within, but disarmed, by law, so that
is movement in the direction of chaos, in England.
I deem:
England
France and
Japan to be police states.
I lack sufficient information to judge Australia or Germany.
