BSE is caused by a prion (a particle smaller than a virus) found in certain tissues, brain, spinal cord... in animals with the disease. If that gets into feed for cattle, well, there you go. PCBs are different, chemical products that are dangerous to health. The pcbs contaminate the streams/rivers and therefore the salmon farms....
