Kinda irritating, and water from the tub can get under it now.
MIL's did that when we lived there.
The people we talked to said that you could only remove it when it got that bad.
it took us a week to scrape that crap off.
But no matter who we called, the answer seemed to be the same
my whole floor is coming up.
contact adhesive. as long as the floor underneath is dry and free of loose stuff it should stick back down. Inject bubble areas with a syringe full of glue.

No, seriously, dry it right out, then apply a lino adhesive to the bottom of thel ino and roll over it with something heavy, like a steam roller. But if you don't have one handy, cover a board with a cloth and scrape it down really hard then lay something heavy on it for a couple of days. We've had to do this several times in different rooms in our old home.
Should work.
No steam roller? Try a rubber hammer.
Can you just replace it?
It is in the bathroom where a lot of moisture can accumulate. Did you make sure there isn't mold under there?
If you can, I'd just replace it.
