Is it legal to use a national symbol in an advertisement (e.g., a lawyer using a picture of the U.S. Supreme Court)?

The Supreme Court building and Justices aren't "protected" so in the example you give, no.

However,

Quote:

TITLE 18--CRIMES AND CRIMINAL PROCEDURE

PART I--CRIMES

CHAPTER 33--EMBLEMS, INSIGNIA, AND NAMES

Sec. 713. Use of likenesses of the great seal of the United
States, the seals of the President and Vice President, the seal
of the United States Senate, the seal of the United States House
of Representatives, and the seal of the United States Congress

.... Linky

Offical seals of some Federal government offices are protected from some uses.
