The basic idea is that IBM, Sun, and others want to end the msoft dominance of operating systems and the slanted market for other software which it creates.
They are assuming the typical user is mainly addicted to a combination of software items and capabilities more than to an OS and are therefore offering the world a set of functional equivalent software to the main msoft office suite items which is file compatible, for free. They assume after the user has been using openofficde and other gnu software for a year or so, he'll be perfectly happy to take the last step and switch to LINUX, which also runs these same applications.
