If a person writes to the federal government and/or state government(s) alerting them to illegal contact by a private party and the government then uses that information resulting in a fine paid by the private party, does the person have any right to a portion of the fine? How should such a person secure his/her share?

I believe the IRS rewards tipsters. I haven't heard of any other government department doing so.
