Not all of us have nude bodies that are attractive. Some people would go nude who shouldn't.
If you've ever seen a naturist/nudist magazine, you've noted that many or most of the nude people would be best seen with clothes on. I remember in particular one photo of an elderly man with a colostomy bag proudly wandering around nude.
There's also a hygiene factor. I don't particularly want to walk around the mall, dine in restaurants, sit in the same theater seats as people with neglected or inadequately washed nether regions.
Then there is nudity and there is nudity. You have to make a distinction between a casual nude and someone making a prominent display of their naughty bits.
And there would be legal and political issues. If a nude person accidentally brushes against another person, at what point does it become an unwelcome sexual assault?
Incidental nudity in public artwork or advertising I don't really have a problem with. Live nudity in public should at least require a strict permit or license to limit unintended offense. (but where are they going to keep the permit?)

You'd still have the dreaded hygiene issue. Unless you carried a bag around (not a colostomy bag, mind you) in which you kept your nudity permit and some wipes.

Yeah, america.
Americans see it as dirty, wrong, and unacceptable.
In other countries, people walk around 1/2 dressed because it is comfortable, or just because they want to and there are no reprocussions from it.
You have free public nudity here and this tight ass country would freak out.
