Does the dummy subject "it" refer to "to join with other movements"?

To wit, the author says "does joining the same-sex marriage victory with other movements serve the secular cause?".

Your opinion will be appreciated.

Context:

The recent same-sex marriage victory in the U.S. Supreme Court seems like a good time to revisit a question that comes up in our movement: Does it serve the secular cause to join with other movements? Or should we stick to strictly secular issues such as separation of church and state, the use of science and reason, and acceptance of nonbelievers?

@oristarA,

Meaning, would joining with other movements serve the secular cause?

here, joining = combining, "teaming up with"
serve = help

@McTag,
Thanks.
"Would" and "does it" both convey a mood that is subjunctive?

@oristarA,

I don't know about that. To me it's just a question- interrogative.
