good programs to create msi installer packages? ????????

Hey amigos

does anyone know any good software to create msi installer packages, do you know if these programs or free or cost money ?

any help would be wicked !!!!!!!!!!!!!!!!!!

There used to be a free version of Wininstall LE that was pretty ok I think. Not sure if it's possible to get hold of it any longer, though.
