Should I trust manual link submission services? I have a few websites and must say that it is tedious to build popularity. Maybe I am picking the wrong websites to get links from but I have dome some good PR and relevance homework before I submit to directories or article repositories.
Can anyone recommend an "effective" link submission service that is manual but that yeld results?

An effective solution is to find relevant sites and suggest the link. You will get low volume but the value is more important than the volume.
You can also outsource on places like elance.com for lower quality links at higher volumes paying between 4-15 dollars a link.
