OK, I figured it out.

The lady sewed one of those hook and eye thingies onto the bottom of Tessa's paws, and the other part onto the fork. Then she simply slips part A into slot B.

In Alabama there is a dog that identifies soup spoon, table spoon and round meal spoon correctly. It selects an appropriate spoon and accordingly eats the meal. He even drinks soup with soup spoon and cleans the plate in the kitchen sink. Needless to say his owner is a multi millionaire French lady.
