Making a computer able to burn files securely

Hi everyone Smile I'm interested in a program that allows burning a cd but in order to burn to the cd, the file must first undergo an anti-virus (we have norton installed on the computers). This means that anything that leaves the network is virus checked. It would be nice if it would also virus check anything that enters the computer via the cd. The users with this software will be given local administrative privileges.
Is anyone familiar with this option with any software out there?

It's built into norton by default.
It's called 'scan removable media'.
It also checks USB memory sticks.
