I know I worded that question oddly. What I meant was - by reporting it, the person with the photos would be tipped off.
So if nothing were to be done, the possibility of them just hiding and becoming better at evading detection might come into play. Making it even harder to 'prove' that they are indeed involved.

I mean, if someone calls in to report it to the police - will the police go to question the person first? The person accused of having the photos, I mean.
How much proof do they need to get a warrant to begin with?
How often do these people actually receive any sort of penalties.
What the police would do in any given case is an unknown. They probably have a standard procedure but what that procedure is going to tell them to do in any given case would only be known by that police department.
If you called and gave them the person's name and address and just said "Hey, this person has kiddie porn on their computer" it may not be enough for them to get a warrant. If you printed copies of the pics and handed them to the police and told them where you found it, it could be a different story. Of course, they might also have questions for you as to how you found it as well...
IMO, if you
earnestly think there is something there then report it and let the chips fall where they may. If it is something that you heard from a friend of a friend who heard at a bar from a guy in the bathroom that he knows someone that might know someone... That's probably best left as is. If someone is reporting falsely in the hopes of getting another person in trouble, the police have procedures for dealing with that too. But that's why we pay these people, do sort that stuff out...
As far as how often people get penalized - I have no idea. I'd guess that somewhere the Canadian goverment has some sort of Justice Stats. I have no guess as to what those numbers would look like.
