Even if you are able to edit the registry with your eyes closed isn't it often enough the case that the time and effort needed to clean up a buggy windows OS would be better spent doing a clean install?
Assuming no malware, no driver conflicts, no easily diagnosed hardware or software failure modes, and assuming the Window OS has been running for a few years and/or has had a lot of applications installed and subsequently deleted.
I've heard good things about Registry Mechanic, I've been using Crap Cleaner and Window Washer for years with decent results.
