I read, years ago, that they never changed their cargo. Each time they passed the customs posts they attracted an EU subsidy of one sort or another. I should imagine that by now the cargo has been sold and they just ply backwards and forwards empty.
If Holland pays a tariff for importing chalk and Germany pays a tariff for importing calcium carbonate concentrates it would be a breeze. The tariff, after deductions for admin costs, pays the subsidy.
Why else do you think these negotiations are taking so long?
