Here is a discussion of percentiles. Maybe tomorrow it will make sense. Or, Ms. Hammond has another version? I was trying to make her stats fit into one of these definitions.

Maybe she was complaining that half of Sacramento's students were below the NATIONAL 50% percentile? Would that make better sense?
