I've found that applies equally, to Scotsmen, Welsh - in fact, I can't actually think of anyone who is not English, who's not insulted when being mistaken for being English

People from Northern Ireland are British, but Dave Allen was born in Dublin so he's from Southern Ireland and therefore isn't a Brit. And yes, the Scots and Welsh are British.
