I came across this statement "for everything human beings do by intelligence rather than instinct, any course of conduct they choose when they might have chosen differently, is a moral action" in "The Metaphysical Club" by Louis Menand and it stopped me in my tracks. I had to study this statement and make a decision about its validity.

That's hardly a revolutionary statement. All systems of morality that are based on the notion of free will agree, as a fundamental premise, that actions are either moral or immoral depending upon the actor's choice. Now, I'd point out that some actions are non-moral (i.e. have no moral consequences at all, and so fall outside the realm of morality), but, in general, I agree with that statement.
