Something annoying appeared at the left side of my desktop

This shouldn't be too difficult to solve for those in the know. Something annoying has appeared at the left side of my desktop. It is still there after reboot. My OS is not english, as you might have noticed. But it shouldn't be too difficult to understand.

Some idiot was using my computer, so I don't know how this happened.

I opened a window with a folder view to show that the annoying stuff is similar to what appears on the left when looking at folders in my computer.

How can I make it go away?

Looks like a setting was changed, possibly one of those settings where you can make a folder and then tell Windows you want all of the folders to look the same. Have you tried going to Settings>Control Panel>Folder Options or Settings>Control Panel>Taskbar and Start Menu ?

Now this is really strange.. I went to "Control Panel" and all options there works, EXCEPT FROM THE TWO YOU MENTIONED!!
When I try to click on "Folder Options" or "Taskbar and Start Menu", nothing happens. All other options in controlpanel seem to work.
