Installation of Language Packs

I installed a basic pack from the microsoft website that will allow me to write in Japanese. However, I'm looking to install the "language tab" so that I can choose which language to write in.

I've been following this website http://www.greggman.com/japan/xp-ime/xp-ime.htm the problem I'm having now is during the installation it says that I'm missing some xjls.nls program or something that is needed. I was just wondering if there's any other alternative where I can just get the language tab to show up? Or what am I missing that is causing that problem? Thanks.
