Downloads go to 99% and stop.

Sad Help: I am running Windows XP Home with Internet Explorer. When I Download a program it downloads to 99% complete and stops. I put the incompleted download into the task bar, hoping it will complete the download but the download will not go to 100& and finish. How can I get my downloads to complete. Thanks Fred NJ USA. Does this happen with one particular download or when connected to one particular dowbload site, or is it an across-the-board problem?

It Happins to all downloads across the board.
